NEWS: Torres submits handwritten gas receipt

(Tumon, Guam) Among the receipts Gov. Ralph Torres turned in for reimbursement in an August 15, 2016 memo to then-Secretary of Finance Larissa Larson was a handwritten gas station receipt purportedly for gas from "Pump #4" at the San Vicente Mobil Service Station.


The amount written indicated Mr. Torres was paid $60 by the Commonwealth's taxpayers for the gas he supposedly received from this gas station on January 23, 2016 at "4:22:13 PM."


The name of the cashier, who purportedly issued the receipt, is written as "Andres."


Kandit called the San Vicente Mobil Service Station Monday morning, when Andres answered the phone. During the conversation, Andres confirmed some of the information written on the receipt, such as the store number. He also told Kandit that never in his career at that gas station had he ever written out a receipt.
